州稅地方稅扣減限萬元 川普願改 但2020大選前不變
共和黨推動的新稅法，把州和地方稅 (SALT)扣減額限制在1萬元內，對加州和其他高賦稅的民主黨地盤中產階級影響重大；川普總統本周再度表示他可能願意修改這種規定，可是立法和政治現實顯示至少在2020年大選前，這種限制不可能取消或提高。
一般認為反對這種上限的情緒，對共和黨去年在加州、紐約和新澤西州淨失14個眾院席次不無關係，可是參院共和黨人仍堅決反對修改這種限制。
紐約州民主黨籍州長葛謨(Andrew Cuomo)，本月間再度將其斥為「犧牲藍州利益以協助紅州的經濟內戰」；他12日到白宮與川普總統討論這個問題，會後推文說：「我今天當面告訴總統，廢除SALT正傷害我們，而傷害紐約，就是傷害美國的經濟引擎。」
他說，川普表示他願意修改法規。川普上周與報業記者會面時，也說過這種話。
共和黨2017年制定新稅法期間，受影響最大的州的國會議員和官員就宣稱他們的州民因大多支持民主黨，受到不公平對待。美國州和地方稅最重的10個州，2016年只有三個支持川普。
但是，推動修法面對一些嚴重障礙。共和黨辯稱使用SALT扣減的大多是有錢人，對賦稅較低州的居民不公平，而且對這種扣減設限可協助簡化稅法並使稅法更為公平。
控制眾院的民主黨已提案恢復全額扣減，可是除了參院共和黨及川普強烈反對，民主黨本身也堅持任何損失的稅收必須從其他地方彌補。因此如取消SALT扣減上限，民主黨必須設法彌補每年因此損失的估計880億元稅收。
民主黨的提案人希望把共和黨降到37%的個人所得稅最高稅率，恢復到原有的39.6%。
對最富裕階層提高稅捐，已成為自由派的新口號。參選總統的民主黨參議員伊麗莎白‧華倫主張對個人資產超過5000萬元的部分課徵富人稅，新科眾議員歐凱秀‧柯提茲(Alexandria Ocasio-Cortez，紐約州)更主張對超過1000萬元的所得課徵70%重稅。
